India’s ‘Persona Non Grata’ Move Against Pakistan Diplomats After J&K Attack 2025

As of April 24, 2025, India has taken significant diplomatic actions in response to a deadly terrorist attack in Jammu and Kashmir that resulted in 26 fatalities, including 25 Indian nationals and one Nepalese tourist. The attack, which occurred in the Baisaran Valley of Pahalgam, has been attributed to the Pakistan-based militant group “The Resistance Front.”

🇮🇳 India’s Diplomatic Measures

In retaliation, India has declared Pakistan’s Defence, Military, Naval, and Air Advisors in the High Commission in New Delhi as persona non grata, granting them one week to leave the country. Concurrently, India is withdrawing its own Defence, Navy, and Air Advisors from the Indian High Commission in Islamabad, annulling all such diplomatic postings. Additionally, five support staff associated with these positions are being recalled from both sides. 

The Indian government has also suspended the Indus Waters Treaty of 1960, marking the first time the landmark agreement has been placed in abeyance. This suspension will remain in effect until Pakistan takes verifiable steps to end its sponsorship of cross-border terrorism. 

Furthermore, India has announced the immediate closure of the Integrated Check Post (ICP) at Attari, a vital land route between the two nations. Pakistani nationals currently in India with valid travel documents have been directed to return home via the ICP by May 1, 2025. Post this deadline, all overland travel between the countries will be suspended indefinitely. 

🇵🇰 Pakistan’s Response

In response to India’s actions, Pakistan is considering withdrawing four of its officials from the Indian High Commission in New Delhi. This potential move follows the expulsion of a Pakistani diplomat by India in November 2024, who was declared persona non grata after being apprehended for alleged anti-India activities.

The recent developments have further strained the already fragile diplomatic relations between India and Pakistan. The expulsion of diplomats and suspension of the Indus Waters Treaty underscore the deepening mistrust and the challenges in bilateral relations. As of now, the situation remains fluid, with ongoing discussions and potential for further diplomatic actions. The international community continues to monitor the developments closely, given the implications for regional stability and security.
